Terms of use
These terms are a draft for OfflineMP3, operated by Bo Zhang, an individual, not a company. They describe the unpublished content pages and the Video to MP3 processing page. Reading this draft does not create an account.
The service you are looking at
OfflineMP3 currently describes one tool: Video to MP3. The public site has not been released, and this draft is not a technical Go or a product Go. offlinemp3.com is registered and is not connected to a hosting Worker. The content pages do not link to a live converter.
Beta
No account is required. The public Beta has not started. During that Beta, OfflineMP3 is meant to be free to use. That is not a promise that the product will stay free, that use will have no cap, or that the business model will stay the same.
Authorized content only
You may use the tool for media you own, or for media the rights holder has allowed you to copy, convert, and download. You may not use it for media you are not allowed to copy, convert, or download. You may not use it to bypass a login, a payment wall, DRM, or another access control.
You are responsible for the files you select. The tool does not decide whether you have those rights.
What Video to MP3 does
Video to MP3 re-encodes one selected audio track to a 48 kHz, 192 kbps CBR MP3. The conversion is lossy. It does not keep the original audio frames, tags, chapters, or cover art. There is no quality slider and no loudness normalization.
Support is decided from the file contents, not from the filename extension. The current public range is MP4 or MOV containing AAC-LC, and WebM containing Opus. Mono stays mono. Stereo stays stereo. Standard 5.1 is downmixed to stereo with a versioned matrix, and the LFE channel is discarded. Other layouts are refused before transcoding.
There is no public file-size limit, duration limit, or timeout yet. Those numbers have to come from the lowest accepted devices, which have not been measured. A file the current code can address is not a promise that a file of that size will finish.
On your device
The video you select is processed on your device. OfflineMP3 does not upload that file to its own server in order to convert it. Your media file stays on your device. Advertising, diagnostics, and a remote media request you explicitly start are outside that statement. This draft does not do those things.
Tasks can fail
A successful task means a supported input finishes processing and produces a valid output you can save. A browser crash, a page that stops responding, a damaged output, or running out of memory is a failed task. Starting the work, reaching the end of a progress indicator, or seeing no error message is not itself success.
You can cancel preparation or inspection immediately. Conversion and verification ask you to confirm, and the default action is to continue. Cancellation drops unfinished work. There is no resume after a refresh, a navigation, or a crash. The page may warn you before leaving while a task is in progress or a result is not yet saved. The browser might not show that warning.
One manual retry starts again from the original file. After that second failure, the same input is not retried again by the product.
Saving
Save completed means the verified file was written to the place you chose and that file was closed. A browser download can only be called Download started. Cancelling the save picker keeps the verified result. A failed save can be retried without converting again.
Advertising
Content pages may later show one manual ad under the advertising-eligibility rules in the privacy policy. The processing page does not load ads, an ad-consent module, third-party analytics, or session replay. An ad must not block saving a completed output. This draft loads no ad script.
Diagnostic sharing
A diagnostic event is sent only if you choose to send one for that task, and only if that feature exists. It does not exist in this draft. The privacy policy describes the privacy-minimized diagnostic event and the diagnostic deletion credential.
Acceptable use
Do not attack the site or interfere with another person's use. Do not send a file to an OfflineMP3 server and expect the server to convert it. The product does not accept a media upload for conversion.
No uptime or result promise
This draft can fail, refuse a file, or stop. There is no support level, no uptime figure, and no compensation program in these terms.
Governing law
These terms are governed by the laws of the Hong Kong Special Administrative Region of the People's Republic of China. The courts of Hong Kong have jurisdiction over any dispute arising out of these terms.
Changes and contact
The effective date of this draft is 11 October 2026. If the terms change, this page will show a new effective date. Questions go to support@offlinemp3.com.
